Update on E-visa and passport-free visa applications

What is an E-visa and who is eligible for it?

An E-visa or electronic visa or label-less visa means that no paper visa label is put in your passport. Youโ€™ll receive an email with the details and conditions of your visa. Your visa will sit in an online system. Airlines, for instance have access to this system but it is advised that you always take the email that was sent to you with you.

When you are eligible for an E-visa you do not need to submit your passport with a visa application.
This makes the process faster and easier.

From 7 December 2015 the E-visa are available for:

  • Student, Visitor and Work visa applications from visa waiver countries from applicants who are outside New Zealand and who apply online.
  • Student, Visitor and Work visa applications from applicants who apply online to renew their visa while in New Zealand.

E-visa are not available for Chinese nationals yet.

E-visas will be available for more types of applications in the (near) future.

What to do when your passport expires?

Nothing changes when your passport expires. You get a new passport and you still have to transfer your visa from your old passport to your new passport. It is important that your visa details are linked to your current passport.
With an E-visa this is only done electronically and no paper label will be put in your new passport.

How can you prove to employers and other third parties, such as banks and health service providers what your visa status is?

Firstly, you will have the notification that was emailed to you or your adviser.
Secondly there is the Visa Verification Service or Visa View (depending on who wants to check your status).ย This is an online system where third parties can check your visa status. You, as the visa holder, must consent to any enquiry from a third party.

  1. Hi, my family and I have a permanent resident visa. We have just renewed our passports and understand that we need to transfer our eVisa to the new passports.
    I just need to check if each one of us need to fill up the INZ1023 application form OR is it just the principal applicant that need to fill the form and attach all of our certified copy of our passports?

      Every person with a new passport needs to transfer their visa. So each needs to fill out their own form. There is no cost to transferring a visa (unless you want a physical label).

      You can apply for a transfer of your visa. Immigration New Zealand automatically issues an e-visa. This process is free of charge. if you want a label in your passport, you have to pay a fee.

    I received a new UK passport so sent NZ Immigration certified copies of my old and new passports along with completed form to have my visa label updated to an evisa at the end of October.
    On hold to contact centre now for update with fingers and toes crossed for 1st December travel…
    If I don’t receive email confirmation of my evisa before I leave, do I have any other options at all please???

      I hope your new visa has arrived by now.

      If not, you may be able to escalate the application if you have an urgent reason to travel. If your e-visa is not issued before you travel, the best option is to postpone your travel. The other option is to leave New Zealand with your new passport (but without e-visa), and hope the visa is issued before you need to travel back. This is risky though, because if the visa is not issued in time, you may not be allowed to board the plane, or you may not be allowed into New Zealand.

    My old visa is due to expire in march 2023, but I have renewed Fiji passport which is valid for 10 years. I will be travelling to Australia next month.       Yes, you need to transfer your visa to your new passport. A visa is linked to a passport. So if you travel with your new passport and the visa is not transferred, the border passport system will think you have no visa and you may not be allowed into the country.

      Immigration New Zealand has a backlog in processing transfer of visa applications of about 2 months.

      Immigration New Zealand does not operate any offices anymore. You can still deliver your application to the drop box in Manuakau (20 Amersham Way). Or otherwise send it by post or courier it.

      The processing time is between 4 to 8 weeks. And no, unfortunately, you do not receive an email confirming the application was received. You will only know something was done when you receive your new visa label (or if you requested a physical label when the fee is deducted from your account).

      Unfortunately, it really takes 4 to 8 weeks. You may be able to escalate your application if you have an urgent reason why you need to travel.

  10. Hello Feija,

    I recently got a new passport and applied for transfer of my permanent residency visa label to an e-visa. It has been over 14 working days since the application. And I have not been notified by email. The immigration contact center has a wait time of 2+ hours so there is no way to check status or if they have my application on hand. I travel on the 20th of November so there is still 2months, but I need to apply for an Australian transit visa, which requires proof of NZ resident visa.

    Do you have any advice?

    1. Hi Rishabh,

      The processing time stated on the Immigration website is 14 days, but this is the rolling average of the past 3 months and is not always an accurate reflection of the processing time right now.

      It can take up to 3 weeks at the moment for the application to be picked up in the mail room and lodged in the system. The best thing you can do is call the contact center (and yes, I know there is a long wait), but at least you will know where the application is. Once it is lodged in the system it should be processed pretty quickly.

      In the mean time, I think I will submit the Australian transit visa application with old visa and let them know I will upload new visa ASAP.

    I got a new Canadian Passport and I had a physical label of a NZ Permanent Resident visa in my old passport. To transfer it to the new passport , can I apply for the e- visa label instead of physical label.

      If you apply to transfer your visa, Immigration New Zealand automatically provides an e-visa. If you wish to have a label in your passport, you need to indicate this (and pay a fee).

      If you supplied your old and new passport (or a certified copy), then it should be okay. The processing officer will pick up on your error. To be safe you can call the contact center and they can add a comment to your application or they can give you the details of the officer handling your file (if it is already allocated to someone).

    I am planning to visit my parents back home in Pakistan. I am NZ permanent resident and recently renewed my passport. Can I apply to transfer my e-visa to new passport and travel overseas while it process. By the time I will stay overseas my e-visa will be transferred to new passport and I will get electronic confirmation. And I will be able to come back to NZ. Or is it compulsory to transfer e-visa to new passport before travelling as we will not be allowed to travel while e-visa is linked to old passport?

    1. Hi Faiz,

      It is best to transfer your visa to a new passport before you travel. It is possible to transfer it while you are overseas, but as you already have your new passport, it can cause a lot of confusion when you leave New Zealand on a passport that is not registered. It may not be possible at all.

      You have to be mindful that it may not be possible to enter New Zealand on your old passport. It can take a while for a transfer to come through so if you are able to leave on your new passport, you will have to wait overseas until the transfer is completed.

    I’m planning to fly home to Malaysia for a visit and renew my passport at the same time there. I am a permanent resident of NZ. I am only going back for 2 weeks. Can i come back to New Zealand and transfer my PR visa to my new passport? I plan to hold both my old and new passport when travelling as the visa has my old passport number.

    1. Hi Vino,

      Visas are linked to passports, so using your old passport to gain entry to New Zealand may not work. It is a risky undertaking. I do not recommend this.

      If you have the option to renew your passport in New Zealand this is the better approach (and transfer the visa before you travel or wait with renewing your passport until you have returned). Another option is to renew your visa in Malaysia and transfer the visa while waiting in Malaysia. The downside is that you won’t know how long that will take. The application is send to NZ but the new visa will be issued electronically.

    I am an international student, I was entitled to a visa expiry date of 30th July 2024, however, I had been issued a shortened visa due to my passport expiry date of 18th March 2022. I already sent the essential documents to Immigration but still didn’t get a response. I am not sure I will be able to get a new visa before the expiry date. What should I do in the meantime?

      You should call the contact center to ask if Immigration New Zealand received your documents. It can take a while at the moment to process things, but if they have received your documents, you should be fine.

      If you are sure you do not need to travel before you apply for your new work visa (and the time it takes to process your application), you may choose not to transfer your visa label to a new passport. It is better to do so Immigration has your most recent details and you never know what might happen (e.g. you may have to travel urgently if something happens to a family member. It’s free to transfer an e-visa to a new passport.

Question is, do I need to transfer visa to my new passport before applying or can I still apply for 2021 Resident visa?     4. A visa is linked to your passport number, so every time you get a new passport, you need to transfer your visa to your new passport. However, if you are applying for a new visa soon, you could opt not to transfer the visa. Be mindful though that if you have to leave New Zealand unexpectedly and your visa is not transferred to your new passport, you not be able to get back into New Zealand (or encounter a lot of trouble), and it may take a while for the 2021 resident visa to be processed.

    Iโ€™m also a NZ PR with e-visa. Will there be any issue with me coming back to NZ with my New Passport?

      It would be best if you can transfer your e-visa to a new passport before you return to NZ. A visa is linked to a passport, so if you travel to NZ on a passport and there is no visa linked to the passport this may cause problems. The worst-case scenario is that you are not allowed to board the plane. Another possibility is that you are allowed to board but you’ll get in trouble when entering NZ.

      If it is impossible to stay in Malaysia long enough to have your visa label transferred (it can be done fairly quickly when you go to a Visa Application Center in person), then please take both your old and new passport with you when traveling to NZ. If you are not allowed to board the plane, you have no other option than to transfer the visa label first.

    I holding a resident visa which its travel condition and the passport itself has been expired. Currently, am in NZ and eligible to apply for PR in June,

    Should I transfer the resident visa from my old passport with its expired travel condition to the new passport before applying to PR or I just have to wait till June to submit both old and new passport for PR endorsement without visa transfer? also, I have no plan to leave NZ till I obtain my PR.

      You can submit your new passport (and your old) with your PR application in June. Please be aware that if you need to leave the country in an emergency, you may encounter issues returning to NZ if you do not transfer your visa label to your new passport.

      You can apply for a permanent resident visa (PR) and submit your old and your new passport. You do not have to transfer your visa to your new passport first. Be mindful that if you wish to travel soon (before you apply for a PR), you should transfer the visa to the new passport first (and apply for a Variation of travel conditions if they are expired or about to expire).

      You may not be able to board the plane as your passport is not linked to a visa. You should bring your old passport with the visa label as well. That may make things easier. You will probably face some delays at customs in New Zealand as well.

      Visas are linked to passport numbers, so if you try to enter NZ with your new passport but without transferring the visa, the computer systems think that you have no visa. You may not even be able to board the plane or you may not be allowed entry into NZ. Sometimes, you may get a 30 or 90-day visitor visa to sort out the situation, but there is no guarantee this will happen, and customs do not have to let you into the country if you have no visa linked to your passport.

    Can I return to NZ in February, with a visitors visa, and then apply to hv my old label indefinite visa renewed as an e-visa in the new passport?

    1. Hi Gayathri,

      If you have a permanent resident visa, you can apply to have that visa transferred to a new passport while you are in Malaysia (takes 2 to 4 weeks, you’ll receive an e-visa). You can then return to NZ with your new passport and your permanent resident visa linked to this new passport. This is the preferred option.

      Another option is to bring both your old and new passport with you to the airport to show you actually have a visa for New Zealand. This may lead to some delays in boarding and going through customs. The airline may refuse to allow you to board.

      It is not possible to apply for a visitor visa if you already hold a (resident or permanent resident) visa for New Zealand. Neither will you be granted a visitor visa upon arrival in NZ (without applying for it as you are from a visa waiver country).

      I have almost similar situation and saw your reply to Gayathri. So that means that going out of new zealand, it is okay that my new passport is not yet updated to my E-visa? The important thing is you have to make sure that when you return and enter NZ your new passport and E-visa is already linked together. Is that what you mean? I am travelling also to my home country soon and my transfer application from INZ is still on process.

      The ideal situation is that you have the transfer of your visa to your new passport completed before you travel. Call the contact center and ask for an escalation if your departure date is getting close. You may need to provide proof (your ticket). There is no guarantee it will work, but you can try.

      If it doesn’t work and you need to travel, you have to be aware that you are taking a risk, because you may not be able to return to NZ if your visa isn’t linked in time to your new passport. And the processing time is rather long at the moment.

      But it is possible to have your visa transferred to your new passport while you are outside of New Zealand.

      My parents were coming from Nepal in Oct so that visa expiry will have 6 months expiry. But as they got e visa bit late and flights were also booking so fast, we booked flight for Dec 5th.     1. If you prefer an e-visa, ask for it in a short note on the application form. It is possible an e-visa is issued anyway as all paper applications that are approved are granted with an e-visa. As you have a paper label, I would still send in the passports.

      Immigration will only extend your visa when they can see your new passport. You have to send them your passport so they can link your visa to your new passport. You can do this while overseas. You won’t be able to travel back to New Zealand if your visa has expired. You may be able to travel back to New Zealand when your visa label is still valid and you bring both your old and new passport.

      It is not the preferred option as you may run into problems (e.g. airline might not accept you on the flight or you may have issues coming back into New Zealand), but if you have no other options (e.g. stay in your home country long enough to await the transfer of your visa label), you can try. You need your old passport with the visa label and your new passport. You may be given a visitor visa (and you may have to apply for an NZeTA).

      It is definitely not an option I encourage, but if you have no other options, you can try. The worst that can happen is that the airline won’t allow you on the flight. In that case, you will have to transfer the visa label from your old to your new passport while staying in your home country.

I am looking to immigrate eventually with my teenage son, I am a single parent, currently going through interview processes with various NZ employers, I had a job offer in 2016, circumstances prevented me from going back then, however it is a matter of time before another offer comes my way. I am working within the UK as a building surveyor, my job is currently on the long term and essential skills shortage lists, I have 4 years working experience and the relevant degree qualifications.       Depending on the time of year and the office that processes your applications it can take anywhere fro ma couple of days to about 8 weeks until you get a decision on an application. The average is around 3 to 4 weeks.

      The Immigration New Zealand fee is around NZD 300 per temporary visa application. In addition, there might be costs for medical checks (around NZD 550 per person) and various smaller costs.

      If you wish to use the services of a consultant like myself, you’ll have to pay a fee too. It depends on the service provided what the fee is.

      E-visas and other label-less visas which have been issued electronically (without a label) are recorded against the passport number at the time of your application.

      If you get a new passport issued, you must inform Immigration New Zealand, so that your records can be updated, and you can continue to use the label-less visa for your travel to and from New Zealand.

      You are not required to pay an application fee and you can write a request letter stating your identity, contact details and outlining your visa transfer request.

      However, if you would like your label-less visa changed to a visa label, you have to complete a form and pay the applicable fee.

      Traveling out of the country isn’t a problem, but traveling back may be an issue if the transfer of your visa is not completed. A visa is linked to a passport. If you travel with a passport that has no visa attached to it, you may not be able to board the plane or you may not be allowed to enter New Zealand.

  33. Hi Feija,

    I have student visa valid until nov 2018 but I lost my passport and already request a new one from the embassy. The original one may be available by end of this month. To save money, how can I apply e visa ? Please help

    1. Hi Trung,

      Your visa is still valid and you only need to transfer your visa label to your new passport.

      If you were issued with an e-visa to start with, then you can have this visa transferred for free but if you had an actual label in your passport then you’ll have to apply for a visa transfer (and pay for it).

  34. My UK passport expired and I have just got a NEW one for 10 years. My old passport had an indefinite visa. I understand that to transfer my visa into new passport cost $120 to get a label put in or if you use the same form INZ1023 and request for a Label-less visa it cost nothing? is this true ? and do you need to send the originals passports off or can you sent copies signed by a JP.

    1. Hi Ian,

      If you were issued with a label-less visa than you could apply for a transfer of your visa free of charge (what they do is link your visa to your new passport number). Up to this point, all resident visa are actual labels that are put in your passport. In your case, I’m pretty sure you will have a label in your passport.

      If this is the case, you will have to submit an application for transfer of your label (and pay the fee) and provide your original passports (old and new).

      At the moment (July 2017), a transfer of a visa label is a paper based application and you will also receive a new label in your passport (no e-visa).

  36. hiii My name is Amandeep singh. I just want to consult that , at the moment I am doing certificate and diploma in cookery level 4 and 5 from cpit    (Christchurch) can you plz tell that after completing my study and get relevant job as chef ,after what time I can apply for permanent residence. 
    One more question : I am player of boxing, I have participated 4 times in natonal tournament in India. If I start my game over here ( in nz) and play tournament and get achievements is it help me to get pr.

    1. Hi Amandeep,
      When you have your NZ Diploma in Cookery and have a job as a Chef of the required level and you meet all other requirements you should be able to start your resident visa application process right away.
      If you come straight from school you will not meet the Long Term Skill Shortage List requirements. This means your employer will have prove that there are no suitable New Zealand citizens or residents available. This might be an issue depending on where you find a job.

      My name is Sam. My wife NZ permanent Resident, her Indian passport is valid until March 2023. She is on holiday at India. She traveling back to Auckland by November 10, 2022, according to travel requirements passport must be valid for six months. We are in the modern digital world I don’t understand why they follow the old system. Anyway. My question is how to apply for e visa transfer from India and how long it takes.       Immigration New Zealand has a bit of a backlog. It currently takes about 2 months to process a transfer of visa label to a new passport. You may be able to escalate the application if you are able to contact them. But the contact center is often not available or waiting times are very long.
